The short answer: the closest free alternative to Issuu for most people is Toombler. When Issuu is still the better choice

Issuu is a publishing platform, not just a viewer. If you want your publication discoverable inside Issuu's own network, need lead-capture forms, detailed reader analytics or a sales/distribution workflow, Issuu offers considerably more than Toombler does — and those features are the reason its paid plans exist. Toombler deliberately does one thing: turn a PDF into a flipbook you embed on your own site.

Pick Toombler if your publication is going on your own website, you want it free without a watermark or page cap, and you like that the file stays in your Drive under your control.
